Clean the valve cover of the oil and gunk.

Maybe pics of each. Are you putting a fancy powder coated one on? Valve covers don't really need to be replaced, what is causing you to replace it?

This ebay ad has a decent phot of the inside:https://www.ebay.com/itm/malibu-coba....c100677.m4598

There is a large plate with 2 tabs on the far corner from the outlet. Doesn't look like that would matter much as long as the plate is there.

That is right under the filler cap. I wouldn't want them to be wide open, But not a huge deal either way. Don't run the engine with the filler cap off.

That is where the oil goes in from the filler. A little oil in the TB is normal.

It looks like that engine has been neglected and abused.

What pushes oil out into the TB, is excess crankcase pressure. This is caused by worn piston rings/cylinder walls(or broken pistons). There is no actual PCV valve. Changing the valve cover will not cure the problem. A leakdown test would be needed to confirm.

Yes, that engine has been neglected. Oil not changed, maybe not even ever checked.
