What do you mean by "padlock"??????? And what light stays on?
Is the engine check light on?
What computer did you change and when? Are you aware that they need to be reprogrammed for the current vehicle?
Did you try bypassing the solenoid to get the starter to turn the engine over?
and did you measure the voltage of the new battery to ensure it is fully charged? they do not like a low charge on the battery.

Have 3 HHRs. All 07. New batters fully charged. No current getting to solenoid.
ECM swap from identical car. Swapped back.
Worked all connections, grounds, fuses, relays. Last thing I'll try is the TCM and park/neutural switch.

If that don't work...

Varmints chewing on wires?
Start relay working/getting signal?
Run relay working?
I would not be mucking with computers, unless somebody was diddling with electronics while it was sitting. Why in the world would you think a computer would go rotten from inactivity? It is not a fruit or vegetable.
The security light should go out after you turn the key to start the first time.
You should be able to pull pending codes with a reader.
Is the hood closed all doors closed?
Check the PK3 fuse.
Are you using a programmed PK3+ key?

Is this the procedure you used?

There is a 10 minute learn procedure that requires a Tech2 or the like.

The 10 min learn... Indicator NEVER went out.

History;

Lady got minor rear collision. Drove car for 5 days. 6th day no crank. Towed to shop. They told her it needed a computer. She let set almost a year. Put in New battery and still no crank. I bought it. Fully charged battery and went from there. Cleaned all connections I could and checked relays and fuses.

Frustrated I swapped TCM and ECM with my other twin HHR. No help..Swapped back.

Should mention I'm in a wheelchair...some things I cannot do.

She only had 1 key and no FOB.

Thanks for all the help. Never faced these problems with my 57 Chevy 😃

Ah the days of wine and roses. But time marches on.
Yes it was way easier to repair cars before the ECM.
When cars went from a road draft tube to a PCV valve it was all downhill from there.
