HELP! Cooling Fans WILL NOT turn off! Drains battery!

So last night when my wife went to work somebody came and told her that her car's fans were still running. This was 3 hours after she had been at work. They ended up running the battery down and the car wouldnt start. Infact she couldnt get the key out of the ignition. I went today and jumped the car and got it home, but again the fans will not shut off. I had to pull the Cooling Fan Fuse in order to get them to shut off.

I searched and found nothing. If anybody could help that would be greatly appreciated!

Thanks!

I cannot find a relay listed for the cooling fans. Only a 40 amp fuse.
