It applies pressure to the pivot in the tensioner guide, it is not one of those shouldered bolts, just a bolt. The replacement should be easy to locate at your GM dealership, or online

They are from an eBay vendor, intended for a Toyota pickup truck, but they cover the centre axle opening nicely. The lug nuts and stainless steel covers are from a Pontiac Firebird, late 80’s
