OK, dumb question....

I still don't know what year your car is. Is it a secret for some reason? There are differences.
2011 definitely needs the tool, some 2009-2010 do, it was a mid-year change. You can test by trying the old fashioned way, if you have shop air available.

Why pay someone to decode a VIN? GoOgle "chevrolet vin decoder" returns this:
https://service.gm.com/dealerworld/vincards/
When you look at it some years of HHR are chevy light trucks.
I won't mention that the format of the VIN is Federally mandated, although the characters may be different between manufacturers.
The 10th digit is the MY. B=2011, 8=2008, 9=2009, A=2010, etc.
Next time send your money to me.
I don't know how the dates can be different if you live in the US; I think that in some European countries the model year is the first titled year, but they have that odd system of the registration number stays with the vehicle forever. So if you imported a 2009 HHR that had never been sold or titled to Europe in 2016 and registered it with a new MOT etc. it would be a 2016 HHR, since that was the first titled year. At least, that's how I understand foreign stuff.

@ Donbrew,
I was not aware of a GM specific VIN decoder site, the site I used is a reputable one, one that used car dealers can join to check their inventory, but for a couple of bucks, you can run a few VINs for a one time deal

GoOgle is your friend for almost everything. See a number on a mystery part; first pop it into GoOgle find out what it is, where to buy it, how much it costs, how to install it.
However; as I said VIN is a Federal thing they are all the same format i.e.: position 10 is always the model year; 0-9 a-z.
And as RJ posted there are many other decoders referenced on this site and others. We used to have one in the banner, but it broke.
Unless your 10th digit is a 9 they owe you your money back, Because they are incorrect.
