If your dealer was kind enough to send you "NEW" Fobs, you might want to ask if they would program them for you.

What I found is that many "fleet" vehicles were shipped with no RKE, that will show to the dealer as RKE cannot be programmed. However, the right technician will be capable of turning the RKE and TPMS reset functions on. It is only a matter of a few software switches as the RCDLR MUST be in a 2008 so that the TPMS will work by Federal Law. I believe that this does not extend to Remote Start, I think that would require wiring harnesses and a lot of mucking about, too much to hope for.
The fact that they sent you 2 fobs is a major victory, I only got the one included in the bag with the manual and cargo net, evidently even though the car does not come with RKE it does come with a remote fob.
I did eventually get mine turned on at no cost to myself.

Remote start AP3 code
This code is not for the remote start but for a hood pin and latch. If the vehicle does not have the pin the BCM won't let the remote start work unless it is programmed to say the hood is closed. The rental cars were shipped without this but they have the remote start.

Hi: It seems the AP3 is for hood pin and latch. I had a fob programed and it started once. It seems without the Hood sending a closed message to the bcm it won't work. Can I by pass this?

RE: FOB programming
I know I'm recovering an old post, but I have lost both my fobs and I want to get a replacement. The dealer wants to charge me $250 for one and to program it. I can get a 3rd party on for $15. What I want to know is
1. Is there any new way people have found to self program it?
2. Is there anyone that might rent out their Tech II for say, $50?
