if you double the RPM does stress increase by 8 times ?

Right or wrong, I was once provided this answer for the same question.....

GM's Corporate philosophy was to mandate all engines with torque available at lower RPM's and to limit the overall RPM to somewhat lower scales. This would provide longevity to the drive train.

Can't same if it still applies, in entirety.
