Why did GM lower the horsepower ratings?

I searched a few sites, but have found no info about at what RPM the HP rating is at. In the 60's the Z28/302 was rated at 290HP while the SS/350 was 295HP. It was a game as the 290HP was at 5000 RPM and the 295 was at 5500 rpm. The 302 would actually get it's HP at about 6500 RPM and it was about 400hp with the factory optional headers and dual Quads. Both came in a box and you had to install them.

http://www.chevrolet.com/hhr/specifications/ Have to dig around on the Chevy site and they have it. Then click ENGINE tab and the HP and torque will come up.
