There are 3 or 4 release tabs on the back side. You just have to feel around and release them one by one while pushing inward on the outside to push it in.

It's not easy, but they pop out. Like stated above, there are tabs that they snap onto, so when you have your hand inside behind the plug, push in on one of the tabs and pull back on the plug. Once you have one tab out, the rest are easier and the plug snaps out.

And be patient installing the fog lights on those same tabs. Maybe you'll get lucky and your lights will easily fit, but mine weren't easy to install in there. I had to shine a light in there so I could see the tabs better, and first worked the light onto the back tabs that I couldn't see, then onto the tabs that I could see. In fact, I don't think I got one of them on all the way, but it seems to be on there tight, even after highway driving. I'll give it another shot when I go back in to install the wiring.

It helps to have a second pair of hands. I worked from the inside (through the wheel well) to locate and release the tabs. Partner pushed from the outside when instructed. Once you get one out, the second one is much easier as you know where the tabs are and how much force it takes to move them.
