It doesn't look like mine. The stock HHR tip is round not oval and welded on. I'm not saying it's not a genuine OEM GM exhaust tip, but it's not the stock HHR tip.

No, that is a generic tip available at any auto parts store for half what that one will cost you.

I think you can buy that from the dealer and it looks very similar? I'm pretty sure it is a slip on for an LS or LT1 exhaust?
