19180975 is the GM part number for those bumpers.

If it's the rubber bits sticking to the lid use this stuff...




Best rubber treatment anywhere... kind of pricey and wouldn't be worth buying for this one thing. But a bottle goes a long way so treat all the rubber on the car and forget about dry rot and hardening. This stuff works!

OK, I see now that they do assist with unlatching

But there is a spring mechanism in the hinge area that actually opens it and holds it open, and that's what he said was his issue. But if his issue is actually that it wont open, then yes, it could be bumpers.
