Replacement radio is totally dead prior to reflash - is this right?

Replacement radio is totally dead prior to reflash - is this right?

The radio in my wife's 20007 HHR recently went bad. It is the mid level model, programmable but without the separate amp plus it does not have on-star or XM. I replaced it with a used radio that was also from an '07 HHR and was the same model number. I have the VIN of the vehicle that the replacement radio came from and I know that the radio needs to be reflashed by the dealer to work. I am concerned though that the replacement radio is completely dead, no lights, no messages (like the radio is locked or any other messages), no clock, no turn signal or chime sounds, etc. Its just like the radio wasn't installed. Is this correct? I don't want to pay the dealer to reflash the radio if the radio is dead, I would have thought there should be some activity from it. Thanks.
