Torque the bolts to 45 ft-lbs, yeah harbour freight torque wrenches are good, I personally don't trust the ones you rent. You don't know if they have been tossed around, dropped, used as a hammer, or abused in any way. Such abuse can make the torque setting inaccurate.

A sway bar or Anti sway bar will aid in limiting body roll or lean when turning thus providing better traction and handling. It will also change the factory handling caractoristics. More sporty then stock handling
