HHR SS 10.6” solid rotor

Cobalt SS 11.5” vented rotor

you will need caliper brackets and calipers

Bigger diameter rotors will need bigger brackets.
The same thing applies if the rotors are thicker. He will need calipers with a wider spread than the stock HHR ones.

Wasn't there some one here who tried to do autocross with an HHR and was told that the CG was too high and would not allow that vehicle to compete.

Some governing bodies allow it, some don't. I looked into it, 2 clubs in my area, 1 allowed PT Cruiser, but not HHR.

They are different part numbers however that could be for length. The ends appear to be the same
