Can the fuel pump be changed without removing the fuel tank?

No.
But curious as to why your question is only for 08-10 year models ?

Not unless your tank has a zipper.

Some vehicles have an access panel in the floor, but HHR does not.

You must jack up the car , support it on jack stands , remove the fuel tank, not fun if there is still fuel in the tank! The tank will drop easily if you support the rear axle to compress the suspension, you can remove the exhaust hangers and push it aside.
