But were "to be owners" warned of what would happen if they weren't installed? Don't think so!

Sounds like a design flaw to me. Instead we have to take time out of our days to drop off our vehicles at the dealership so they can be touched up. That's time and money spent. Time from the customer because they have to spend time getting it done, and money from GM because one can't tell me that GM gets the paint for free. When several are complaining about the exact same issue, that's a design flaw.
A design flaw would have been if they had not even thought about running boards. They did think of them and they made them available, it was up to the purchaser to decide if they were a good idea for his/her vehicle. Some did and some did not.

Do you have data that states the intended purpose of the running boards?

OK, so GM already goes out of it's way to fix something that the HHR clearly does not cause (IE: road debris). On top of that, running boards were to be installed "at customer cost". GM strives for customer satisfaction. There was never any obligation for them to repair for free in the first place!

I had chips like everyone is getting on the rear quarter panels of their HHR on my Mustang. If I told Ford it was a design flaw and it was their fault so fix it they would have laughed me out of the dealership.
