I think it's time to get all the facts about this before saying this or that.

First YES I am no mechanic, I was just trying to get your opinions on what may be a issue ! So i could look in a few places !
I know you can not do diagnostic in a forum ! Just trying to make sure the garage does not rip him off, sorry I am just trying to get info to help my kid to be less likely to get ripped off ! Take it from there !!

But today I got to check the HHR , 60 AMP Fuse Upper left hand corner of fuse box. IE; Power steering assist form what I found !
Changed fuse car now starts !
Before I changed the fuse the starter relay would click but not engage starter
This issue started after the engine swap ! A new Starter was installed but we know new stuff can be bad !
So will send to garage in a day or two, and Jr. will use my HHR till his is fixed.. Thanks for the info ! FYI I ate the cookie :O
Better read the owner manual. That blown power steering fuse is typically from an improper jump start. And it usually causes more problems than just a blown fuse.
I don't think a blown power steering fuse will keep the car from starting. My 3rd party internet guess is you jiggled the bad connection when replacing that fuse.
Pulling and wiggling on the fuse when removing and replacing also moves the fuse box around.
I suggest to check the fuse box halves to make sure they are seated good. And check the main positive cable connection at the fuse box.

George I agree with you I would not think a blown Power Assist fuse would give a no start :O But I as you know no much on cars lol
But I did Ohm out the 60a Power Assist fuse and it was blown ! To me it makes no sense :O
I did find a You Video about the blown power steering fuse and he was able to start the HHR he was working on :O
From what little I know is the starter is on its own circuit ? And the relay to give power to the starter !
At least we can drive to the mechanic now instead of a 100$ tow :)

But like you said maybe something is loose and replacing fuse wiggled it back in place !
Was the car driveable after the engine swap? The Only way the PS fuse would have an effect on the starter is if some dope put the wires on the fuse box wrong. There should be 2 large red wires on the front connection and 1 on the rear.
The rear is fed by the PS fuse, the front comes directly from the battery and continues to the starter and alternator. If the PS was working but the starter was not some bonehead switched the wires.
