While they may move are you getting full range of movment?

It really sounds like the Calipers are not pulling back all the way.

Do your wheel spin free are do they have any drag from the pads? The inside on in question?

Just for giggles have you check the rear brakes to see if they are adjusted up since you have drums?

I NEVER expect to get more than 30K from front pads, but am happy for 40K, the "Originals from the factory" can get you a lot more. Adjust rears! The inside pad will wear marginally more on most cars, but try pushing the pistons all the way back to get the rubber rings resettled.

I expect 30,000 too but my GTP with the electonic proporsioning system gets me near 70,000 with dead even wear on all four corners. The GTP has the best wearing brakes I have ever owned.

Note too stock rotors and EBC pads nothing else special and no pulsing.

The "NJ" in my profile should tell you all you need to know. Due to my daily driving conditions, I get 22 mpg, and average speed EVERY week is 25 MPH. In NJ, hitting the highways actually brings these numbers down. On my 16 mile trip to work, I must pass through at least 30 traffic lights. Heavy on the brakes? I try to employ hyper-miling when I can, meaning I ignore the brakes until i can't.

It's definately a caliper issue, and I will replace it over the weekend.
