Folding passenger seat

Folding passenger seat

Hi all.
I have noticed that the passenger seat does not fold flat all of the way. It folds still with an angle.
Have not gotten a chance to check this out with another HHR.
Is it suppose to?

Grab the handle down low on the side (which affects seatback tilt), pull it and the seat will go flat.

That should do it!
