Those parts are GM pn 21992952 for the left side, and GM pn 21992953 for the right side. GM identifies them as "Cover, Front Seat Adjuster Track" with a factory list price of $75.45 each. Nope, that price isn't a typo.
A Google search for those part numbers may turn them up cheaper, also try e-Bay, and of course you can always order them from a dealer.

Whopper. Might not be too many HHR's in an autowreckers in Belarus. 
Fwiw. I think GM quit using that part on the later year models. I know my 2010 didn't come with those little covers.
I would guess that part is not really needed.
