For the key chip idea you post, that's a bit of an anti theft problem, being if a thief gets into your HHR and cranks the ignition switch with a screw driver the car will start! And your insurance company won't be to impressed!! So, check your local laws and with your insurance company before you alter the security key chip access to your HHR.

When you say 'mount it near the ignition key' are you talking about leaving it in the vehicle? Key blanks are cheap enough to not have defeat the purpose of that part of the vehicle's security. That's a somewhat edgy "tip". Stop waking up sleeping threads to give questionable/bad advice.
I have a 2009 HHR panel. Got one (remote/w key) with the car. Got one new remote from the dealer($140ea.) Two off of ebay ($15+$20). All 6 button remotes for the panel HHR. Got four keys from the dealer($29ea.)
Dealers and everyone else told me that only four units will work. Dealers told me they would program 4 units and keys for $66 and all had to be done at one time.
I pulled into the dealer in Homestead FL to have the four remotes programmed and the service adviser told me that they charged $60 an hour and it took an hour for each unit. You know want I told him.
I went back home and went to my local repair shop to see what he knew, I use to work for him. He had the newest snap-on scanner system and it will program remotes, but he didn't have the module for the keys. We had to read the directions, that took about two minutes and we programmed each of the three un-programmed remotes and it took 45sec for each remote. Didn't need to reprogram the one unit that came with the car. I found out that you can program the keys yourself.
Put working key in and turn it to on two times (don't start it) just to the on position two times take the key out put the un-programmed key in and start the car. Key is programmed.
I have 4 working remotes with 5 working keys now.

Has anyone used one of the key fob programming tools that you can buy on sites like Amazon for around $60.00?
They list HHR in the compatible vehicles but not much info from people using them.
It seems the tool is the same from model to model but the accompanying fob differs by vehicle.
In all cases, it always seems that HHR is the vehicle with the fewest options.
I was thinking of trying then at least having the tool for future replacements or to help others out.

It's a Dorman replacement keyfob that comes with the tool. If you buy the keyfob with a remote start button, it will program it.
BTW; pressing lock and panic at the same time is the same as pressing remote start, even on a fob without RS button.
They are sold at almost all auto parts stores, they may have to order them.
