When I look I have to specify CARB or look for a filter.

Well I'm confused.
To me, C.A.R.B. compliant always meant a California thing. As in : California Air Resources Board. Certain things only needed to be C.A.R.B. compliant if used or registered in California.
Since the OP is in New York (correct ?) then why the search for a part with the C.A.R.B. cert on it ?

Because New York copies everything California does. If you look on the EPA cats they will say restricted in or can't ship to NY.

My label says California class. If I install a non-CARB compliant cat it won't pass the NYS emissions test.
