An "R" title will have a large impact on the value of that HHR, and you'll probably want to have it checked out by a professional before spending a penny on it.
Per KBB...
"A salvaged, reconstructed or otherwise "clouded" title has a permanent negative effect on the value of a vehicle. The industry rule of thumb is to deduct 20% to 40% of the Blue Book value, but salvage title vehicles really should be privately appraised on a case-by-case basis in order to determine their market value."
P.S.
aboard!

Welcome to the site!! I would just walk away! Yea, he's had it a couple of years and you could by it for $2,500 or so to help him out, but call to make sure you can insure it!! Some insurance co.'s won't touch a rebuilt anything!
I'd say half of the KBB Private Party resale value. I know of not one person that paid anything more than PP value minus 35%.
In fact a friend just purchase a 2006 Corvette on the same type of title for 50 % less that PP. He only wanted the motor and some fglass parts.
Oh and by the way, I purchased many various brands and makes of vehicles, on salvage/rebuilt titles, for GM. Never paid anything close to what the owner THOUGHT they were worth.

And some will only let you have minimum coverage on it.
If he has had it for a while with no problems, you should be as OK as you can with any used car. St Farm and Progressive are 2 that will insure. I just bought a 2010 Subaru Forester with 45k miles for $8000. Price for that car in my area was close to $18k with clear title and trim level. Insurance was not any more and have full coverage with Progressive. If you total it,don't be shocked at what they offer you. There is really no good way to determine what the car is really worth. They know you didn't pay retail. Good luck. It's a crap shoot.
My daily driver is a 96 GEO Tracker. I bought it from a junk yard with a salvage title. the gave me the parts to fix it ( rear bumper, tailgate, and tail light ) after I fixed it ,I had to bring it to the Ohio Highway Patrol Inspection Station. They checked the receipts for the parts and gave me a Salvaged Title. They weren't interested in lights or safety stuff, just that no parts were stolen!
