We would all love that! However, I think there would be issues in 'redistributing' copyrighted material.

P2P anyone? we can always use the - pirate - bay - dot - org

these books are expensive, the chilton manuals arent expensive, i got one for my corvette and it was only about $35

We'd want to keep it legal to have it accessible on this site. P2P or not the issue is copyright and making it public. Snoop's idea may have merit. Libraries obviously can do this so maybe there would be away...might need a copyright lawyer to confirm.
