Strange question

hey donbrew, what is involved in getting a new OS in the computer?
My 09 was a rental and does not have the tire learn setup

Welcome to the site, a strange question, Donbrew is here for HHR issues. You 2009, was a rental, is the system not functioning? Perhaps the 11 year old batteries are dead in the TPMS .
the TPMS system became mandatory in 2008

My 2011 was a rental and has the TPMS

What procedure are you attempting? It is not a matter of OS, if your keyfob works the only thing could be somebody replaced the RCDLR and didn't bother programming it.
All HHRs came with remote door locks and all 2009 came with TPMS. If you don't have a fob the seller just threw it away if the fob is after market it may be one that is known to not work.

I replaced the tpms on all 4 tires. I got the AC delco brand that was mentioned on the forum. I do not have a key fob. The dealer said it did not come with one since it was a rental. According to the ID numbers in the glove box it is not set up for a key fob. I tried to reset the the tpms using the info and ""arrow button, it will let reset the oil change, language, lock, etc., but no tire learn.
We tried using a handheld tpms reset tool, no luck. Took it to a shop and they could get 2 of the sensors to read, but not the other two. They thought that the sensors I installed were bad. I guess my next step is to take it to a dealer, but I don't know if they can reset it without replacing the os. Any ideas?

Yes. Get a fob. In addition to being able to reset the TPMS, you'll also be able to arm the alarm system.

Why don't you post a pic of the glove box sticker.

You can get a fob on Ebay that comes with a programming module, or you can get a fob on ebay and pay someone (a locksmith or a GM dealer) to program it.
The program kits can be had at a lot of Auto parts stores.
The label on the glovebox might say it does not have remote start, that is different.
I don't know of a way to set the TPM positions without a fob. Whoever told you about a magic button was sadly mistaken, I bet it was the Interwebs.
ALL HHRs came from the factory with a fob, they rarely survive used car lots and wholesalers. Dealers lie, OMG!

If you saw an option in the menu to activaste remote start yours has it installed.

I, too, may have to try the EL-50448 tool. I have a fob, but when I press the lock/unlock button simultaneously the horn honks but 'tire learning active' does not appear on the DIC. When I begin removing air from the LF tire, the horn honks. I then move clockwise to RF tire to remove air but horn never honked. I may also try the neighborhood national tire chain, but some things I'd rather just try myself. LOL

Your 2011 REQUIRES the el-50448 tool. It is in your Owner Manual, too.
