I found there was an issue with the RCDLR in the 2008 HHR a TSB had been issued. Stopped at the dealers and they said they could try to reprogram it with no guarantees $150 I said no. Not going to spend that on a car that I will drive to the junk yard by the end of august.

That TSB applies to 2008 only. That was the first year of mandatory TPMS and the programming was faulty only for the TPMS door locks not affected. I would have mentioned it if yours was a 2008.
I would replace fuse #23 on the BCM (the fuse box on the passenger side foot well). Whatever caused a fuse to blow needs to be fixed, they don't wear out. Your RCDLR is not getting power for some reason. If you remembered what fuse blew before it would help.

2008, 2009, doesn’t matter. Based on post #1 that you lost power to the mirror and RCDLR, you need to check that receiver for power. As in , pulling the headliner.
Or just ignore any suggestions and go get it reprogrammed.

Well now let's just back up a minute. If I understand correctly, the fuse (for the rear view mirror) blew during the Windshield installation. The fuse was replaced and the mirror works now. The only problem left is the TPMS, which is the subject of the 2008 only RCDLR problem. Is this all correct, Jim? Or do the fobs not work at all? Have you replaced the fob batteries yet?
