trim level clarification

So I just purchased a 2011 hhr with a 1LT package. The thing is, I'm really confused about the equipment included; it's a weird mix (I feel) of entry level and top of the line. This car was government owned on two different occasions, so I'm trying to figure out if they specifically had certain options deleted or if they stripped them out themselves.

Here's what it has (or doesn't have):
-power driver seat
-non-Onstar day/night rear view mirror
-factory "hoop" style spoiler
-no fog lights
-no satellite radio option
-"chrome" wheel covers (I believe from HHR's that had a chrome appearance package, if there was such a thing)

I don't know much about how HHR's were equipped trim level wise but the fact it has certain features but others are so basic seems a little odd, and comical.

There's a code list in the glove box of what the car would have had, when originally assembled, use the search feature on here and there's a thread listing the codes.

Being that your HHR was part of a "Fleet Order" seattlerules, the odd equipment combinations are almost expected.

Of course I've theorized over the years, that if GM built two identical HHR's by accident, they'd crush one just to make things "entertaining".

It was ordered with no XM/OnStar and wheel covers for a fleet option and most likely no remote start. The hoop is the only option I see.

No OnStar and no satellite radio....See even the government doesn't want the government to spy on it.......
