Yes it is a bolt in application as in this thread:

https://www.chevyhhr.net/forums/appearance-modifications-discussions-6/rear-ss-seats-seat-belts-door-panel-install-our-panel-33699/

Also your best and cheapest route is to locate a SS rear seat as we did from car-part.com! All of the SS rear covers are not available from the factory!

Your existing panels will work ! Just make sure to ask for all of the hardware when buying the belts ! Also keep an eye out on ebay for belts or door panels as sometimes they are a better deal !

2 door in Looks, but it's also a 4 door without rear door glass or exterior door handles.

You can see all 4 doors open here while I was soundproofing/deadening my Panels interior.

Rear seat in my Panel, Ebony cloth, I have since upgraded to full Black Leather seats front and rear.
My version of Combining the Panels upper section with a Windowed HHR's rear door interior panel, makes the rear Panel doors fully Functional with arm rests and door pockets.
Adding a rear seat in the Panel is a straight up Bolt in. Your interior panels just have caps covering places were the seat belts bolt in and come through.

Add some headrest monitors and your rear seat passengers ride in Style!
Keep a couple Current or Classic Movies in your Panel to keep them Entertained, mine came with 29 video games also built into the system. Old Games, but New to the Kids and they like playing while in back.

Front overhead Dome light has been Added, Black Suede material recovered my light gray headliner. I still need to recover my sunvisors to Match.

Mine is not an SS but I converted my Panel also. I was able to find a wrecked 11' model here in Houston with the same interior as my 08'. Purchased everything I needed, seat, belts, mounting hardware, plastic bolt covers, rear cargo mat and even the small cargo box that mounts behind the seat from the same HHR. I have $250 in my conversion. Spent a weekend doing it and I love it. My interior looks just like American & prouds HHR above.
Good luck on yours!
