Maximum boost level is an altitude based parameter. I hope HP Tuners fully supports this PCM shortly so I can dig into the parameters and see what GM is doing. Here's a quote concerning boost level from one of the engineer's:

The turbo’s boost, by the way, is variable based on altitude; with 15 to 18 pounds at sea level and up to 21 at high altitude,......

I'd bet the boost level is set via a table in the PCM referenced off of BARO. BARO is read once per drive cycle during the initial key on event.

I went through the same thing with mine (5 speed) after 500 miles, I started driving it hard and was getting up to 17 lbs in 2nd and higher. It gradually reduced to 15 max after that (regardless of temperature and altitude to 5000 ft). First gear was even worse with very unpredictable variation. Hahn/PPC tune took care of all that, now 20-23 psi in all gears (perfect range and very respectable power).
