fyi here is a great site explaining how to wire after market fog l. even could be used to install oem lights elimanating the bcm and reprogram costs.

I just installed factory fogs in my LS. I hooked a wire from the fuse box straight to one side of the switch and other side of switch to the lights and grounded the lights close to where the lights are. I can turn the fogs on at any time, lights on/off high/low and if they're left on they will go off when key is off.

He can run his power from the ACC if he wants, but keep in mine the amount of current you will have running through that single toggle switch.
ALSO, if you plan on doing HIDs, a typical ballast can sometimes spike at 20A. A good digital type typically only hits about 7-13A on ignition.
Multiply that by two and you're fast approaching the max 30A that switch is allowed to handle...
If you choose to use a toggle switch, I recommend a toggle switch- relay, relay to positive and lamp circuit so as not to overload anything. Don't forget your inline fuse.
