How old is the thermostat? is the fan belt driven or electronic switch?
put the front end up on ramps and run her with the cap off and check for flow... there may be air trapped in the system... this will burp it.... top off as needed once you have circulating coolant. I had to do this whith a tranny rebuild... added a cooler and they didn't burp the system once they filled it. Would run hot at low speed and sitting still. Once I ramped the truck up and burped the air everything was nice and cool.

Fan was running when I started it this morning , but later, could not get it to come on. made a appointment at the dealer who by the way didn't document when I brought it in last year when it did this, I think I will be visiting with the owner, before they touch my car again.
