Thanks for the replies, I finally was able to track the car. Car was exported to Mexico in Jan-2008, so I consider this a lost cause, sadly.

The VIN plate is probably on a car running around in this country

Not likely, I found the car was last registered in the sate of Tamaulipas. The car likely didn't make it past the border city of Matamoras, but I am surely not going there.
