Ahhh, Black Bueaty...you want to try that "yield" explanation again.
If there are Yield signs in place of Stop signs, the traffic having the Yield sign, YIELDS....at least that's the way my traffic manual states.
Oh, unless you are speaking of Yields in all four directions. Then usually, the first vehicle to the intersection has the right of way.
But, now that I think about it, you are in Chicago. They do things bass ackwards.

Most stop sign intersections are four way. That requires a stop no matter which direction or if there`s traffic.
You didn't explain that initially. Another case of misunderstanding because of incomplete requirements.
But, then again, as I said....if it's Yield signs in all directions, STATE LAWS USUALLY allow the first car to the intersection to stop and proceed first. Then the usual rule of, "the vehicle to the right" takes effect.
But, that's a moot subject, unless you are changing the scenario to your survey.
The brain trust at city hall approved an anti idling bylaw yesterday.
Leave your vehicle idling for more than 3 minutes in warm weather and you could get a $100 fine.
It'll be interesting to see how it plays out considering that the concept of synchronizing stop lights to improve traffic flow is practically non existent in this city.

I don`t think this thread will cause any changes one way or another. Revenue is generated from law enforcement (tickets) , from gas stations at the pump and brake repair shops.

The city council in Chicago is now debating the latest invention to foil the 'ticket making machine'.
There`s a new device, designed to tell you when you`re approaching an intersection with a Photo Cop system to catch red light runners.
The arguement isn`t whether the device would give a warning and the driver would slow in anticipation.
The aguement is... the lose of revenue generated by catching people running red lights, would have an adverse effect on the city budget, that has that revenue added in, in anticipation of people getting tickets by the Photo Cop, for running red lights.

Yeah, they have those here also, but if you`re going fast enough, or distracted, or generally out of your element, they get you.
And sometimes you get caught between or behind someone and wham, I mean flash, gotcha.
I would`ve thought the complaint would be about people anticipating the stop and braking too far back, causing a jam, which makes people act irrationally, which could lead to road rage, among other things.

Ok, one more strange quirk about the stop light cameras.
Some are located on routes frequented by funeral processions, you know, stay with your group, guess what. You`ll be getting a letter from the city soon, that`s right, a REDLIGHT violation...
Now I`m guessing there`s a way to fight it, but I`m sure it will require you to appear somewhere with proof you were in a procession.

Ah...are we suppose to STOP and a STOP sign? I thought it was optional; STOP only if you wanted to. 
I learn something new everyday! Wait...don't tell me Red Lights are for stopping too...aren't they for "Hurry Up Before It Turns Green And Everybody Can Go"? That's what they do in Boston!
