It's too bad that you learned how to post photos! I have a several reference books and I looked up ugly and it wasn't there. What a POS! It has to be something that isn't made in America. It is also something that probably wasn't full production. Could it a 1959 Tri-Car 2cyl? However the front sort of looks a Renault.
Do you have another angle to post or is this the only one in existence?

Better pic , and it was produced from 1959-1965, with a total of 150 in production, and only 43 remaining worldwide
