I was from Southeast PA. They don't speak like that there. It's just in the Northeast.

Never heard anyone talk like that in/around Pittsburg, either.

I haven't heard anyone from Throop or Nanticoke talk like that either. And I lived near them areas. Lived near Williamsport. Although I have heard some form NY talk similar
