Interesting video.
At the end of the text in the article it said the video footage was captured by the dash cam of a police car. So, I also wonder if he was on a suicide mission. He had to see the police car and was still speeding EXCESSIVELY.
Wonder what he was in jail for!!

What does a Balloon-A-Tic do when he can't fly? He tags along with another pilot.....
