HHR heater won’t turn down

I have a 2008 HHR. If I start the car cold and don’t turn up the heat it stays off. If it turn it up, the heat comes on full blast and won’t turn down. Any ideas? Is it the heater control module?

Most likely the heater resistor

If you mean that the fan only runs on high it is the resistor

If it is the original heater fan you have to cut it out with a razor knife. I'm not sure if the resistor is with the fan or behind another panel.

When the resistor goes bad the default is high only, because the path goes directly to ground. The resistor is a separate module.

The resistor is easy to change , and not very expensive
