New battery, won't start
I just put a new battery in my 2010 HHR and it won't start without being jumped. Would this be an alternator issue? When I turn the key, the lights come on the dash but it doesn't turn over.
Why would you suspect the alternator if this is a brand new battery?
Was the old battery tested before replacement?
Why did you replace the battery?
Did anybody bother to check the voltage at the under hood fuse box? Are you using the jumper cables following the directions on the fuse box lid (and in the Owner Manual)?

We really need to ask some questions here and get a more clear picture before scattershotting advice.
To the OP -
What was the situation before the new battery? Why was it replaced? Would it start without being jumped? Please do elaborate.
