Pin Striping
Best thing to do is see if the dealer still has matching material, pull off the old stripes and just redo that panel. Once those tape stripes start losing their adhesion, you'll no sooner fix one spot and they'll come loose someplace else on the panel. If you can't find matching material, you can strip off everything and start fresh, or just strip everything off and see how you like the looks minus the stripes.
Sounds like they never prepped the area where the tape was placed. I always use tape on any of my cars (can't afford the real stuff) and never have an issue no matter how old. Then again I also have the tape go slightly behind the body parts and dab a small amount of clear nail polish to the ends...

Most paint and body shop supply stores can order the tape as I tried tape at first went with 1/4 inch up to 5/8 of an inch I tried several colors had to take it off with a heat gun as I had cleaned the surface with a solvent before tapping, most of the tape is by 3M.
I have never used tape pinstriping on a car but I hope you all keep using it. It is the best stuff for putting tapes on a new violinists fingerboard because it leaves no residue and it very thin. I buy as much as I an whenever possible because it is going out of favor and is hard to come by. I hope the company that produces this doesn't go belly up.
