The rear control arm bushings can make a lot of noise. Replacements are about $14 each, and they aren't too difficult to install. The torque procedure is 2-step when tightening.

The Moog problem solvers are $35.00 CDN at RockAuto and they last a lot longer, I have to replace my FE5 bushings just a year after I installed them

 

Turned out the entire problem was the hubcaps -- two of them in particular. I took them off and the sound was gone. Haven't decided what the long-term fix will be.

My rims aren't like that -- on mine you can see the brake drums.

 

Can't paint spokes? Or, throw the wheel covers into a corner and love the look of steely spokes.
I can't think of a way the stock wheel covers could make that much noise. Maybe 2 noisy ones are the wrong replacements; there are 2 designs of spoked wheel covers one for spoked wheels and one for 20 hole wheels.
