Is there a recommended replacement mileage on 2.2 timing chains or does this problem only shop up on neglected hhr's

the time to change the timing chain is when you hear the chatter on start up.

 

My noise on startup was due to the tensioner. It went away after replacing the tensioner. From waht was discussed on the tensioner how to thread, if you let this go too long the chain will get damaged and need to be replaced.

 

If you really feel that you have to do it, then put a new head gasket and water pump and guides in at the same time to save lots of labor.
