2006 hhr no 5v key resistor signal at ignition switch

Did you dis assemble the under hood fuse box and inspect the connections, then re assemble it being sure to tighten the bolts listening for audible clicks? The bolts need to be tighter than "I'm afraid they will strip".

Yes I pulled the underhood fuse box out 2 times and tightend the piss out of them. I did it once just to check for corrosion and then again tracing the yellow wire from the pnp to the green wire to the ecm. Those wires are connected at the run relay.

If there is no power to a fuse that means it is not connecting the connector.
Some of the fuses get their power from the BCM and most get it from the lug on the outside of the box. They all get it from the connectors on the bottom.
