2007 HHR Anti-Theft I'm locked out, please help
Tried and failed
I tried this procedure several times after having PopALock come out and cut me a key for the 'no keys' scenario. They couldn't get it to program, figured it was the battery. Did the above procedure after replacing batt., nothing. Tried again today, for funsies, still nothing. Anything else it might be.
A lot more information would help.
What year and model? No such thing as a 2005 HHR.

It's an 06 HHR 2.2 LT model. The exact problem was that I had lost the key to the car, and due to circumstances I wasn't able to get a new key made immediately. During that time the battery died. Which I didn't know until Pop-a-Lock came out and cut a new key. I had it hooked up to a donor car while they ran diagnostics and cut a new key. After about an hour of trying to get the computer to read the key they decided I needed a new battery.
Fast forward to a month later and I've replaced the battery and gone through the onboard programming steps with no results.
It was last started January of 2024. Just before that the tire shop dropped the radiator on a jack stand and replaced bothe the radiator and a/c compressor.
As to the recall and how many times the procedure has been done before, I couldn't speak to. I, quite literally, bought it from a base-head.

You can't do the 30 minute relearn without a working key, that is for adding keys, nmot replacing keys. You have to do the 10 minute with a computer.

A battery that's been dead for a year is probably sulfated and junk. It's pointless trying to do anything electrical with a bad battery. On balance a brand new one is pretty cheap compared to other repair costs.You can only pair a new key yourself if you have one good key. And that procedure isn't tye correct one. It looks more like the security lockoutout recovery, but I would believe the owner's manual not some online source.
The correct procedure for pairing a new key is in the owner's manual. But that's irrelevant if you have no good key. You'll need a GM dealer; need not be Chevy.
