2010 HHR won't start after roll over

No the air bags are not hanging down, I cut them out. As long as the fromt air bags are intact it passed inspection. Buying a new car or even a new used car is not an option. We are on a fixed income. My husband has dialysis 3 days a week for 4 hours and Dr appointments. My car is our lifeline.
