Sounds like the A/C compressor is dying.

Double check the serpentine belt and tensioner pulley

I see I need to explain.

The A/C compressor has bearings. The bearings wear out and bind. When the engine speed is high it can overcome the resistance, when it is low the compressor acts as a brake.

When you turn the A/C off the clutch is freewheeling, so the bearing is not turning.

I will say I had a Cat 4116 mechanic engine in a truck that was towed into the shop and it was said the engine was seized. And yes you could not bar the engine over, one way or the other.
The tensioner was seized for the serpentine belt and that was the total problem.
It amazed me that the belt could stop the engine when the tensioner was bad.
So is the tensioner starting to go bad on his engine?

Only when the A/C is on? Kind of narrows the fault down, don'tcha think?

Harmonic balancer, alternator, tensioner, torque converter and A/C compressor. Those are the choices.

I'm leaning towards the compressor or tensioner now. Can't see how harmonic balancer or alternator could be an issue.
Bad torque converter (if it's "locked" up) would drag the engine down all the time, a.k.a. no acceleration.

So, we’re down to compressor, and possibly tensioner and serpentine belt.
