I don't know what the tensioner would have to do with "only when the A/C is on"! The serpentine belt ALWAYS turns as does the tensioner and the alternator.
Please explain how the tensioner would lock up only when the A/C is turned on. I feel like I'm having one of those "speaking in tongues days". 2+2=4 still?
Maybe there is a little man living under the hood that puts his hand over the air intake at stop signs ONLY WHEN THE A/C IS ON.
I told the doctor my eye hurts only when I drink tea. The doctor thought it might have something to do with the refrigerator running. No way could it be the spoon in the cup.

A wild guess from a different angle.
The ECM is supposed to adjust the idle speed when the compressor is engaged.
It's to compensate for the additional power it takes to turn the compressor.
Maybe try the battery "lobotomy" to reboot the ECM ? (Disconnect the negative battery post for 15 mins. )
It's a free attempted fix and only 1 bolt to take loose. Worth a try.

I see I need to explain.
The A/C compressor has bearings. The bearings wear out and bind. When the engine speed is high it can overcome the resistance, when it is low the compressor acts as a brake.
When you turn the A/C off the clutch is freewheeling, so the bearing is not turning.

Not when the load is too high. The ECM can only give power to a limit and that's it.
When there is a parasitic load it will physically drag the RPM of the engine down and cause problems.
And I do like Don's theory, it goes hand in hand with the tensioner bearing going "south".
