The reason I asked about the compressor is because the fan switch sends a "ground" signal to the BCM when the fan is turned on. The BCM will disable the compressor if does not get that signal. Knowing that would help narrow the possibilities.
The compressor does not run unless the fan switch is turned on. Then you look for continuity between the switch and ground and between the switch output at the BCM to ground with the switch on (good continuity) and off (no continuity}.
The switch switches the path to ground for the fan motor. The hot side of the motor is always hot.

Alright, getting back to this. I got it to shut off while I was driving it. It would only work when it was pulling fresh air into the cabin. Pushing the reserc button would turn off the fan completely. Looking at it now, and I can't get the fan to shut off but it definitely blows harder when recirculating air vs. fresh air. I doubt that a blend door would shut off the fan and I'm fairly certain that the fan was shut off the time before when I was driving it.
