A/C blows hot while parked or at a stop

i have a 2011 HHR and just recently it stopped blowing cold air at a stop. Once i start moving it starts to cool down again. Could this be the condenser? condenser fan? or a compressor issue?

Is the fan blowing? Or is the outside air flowing through when you are moving?

i had the car in park and let the a/c run while i checked. The Fan is behind the radiator was moving.

Any CEL codes? How old is your Dexcool? Is the thermostat original?
If you have P0128then the AC is cut off

No codes. Planning on replacing dexcool, starting with the cheapest thing and hope it works. Original thermostat.

edit: its been 2 or 3 years since i replaced the dexcool.
