As far as I can find fuse #14 on the BCM is a spare 10A, perhaps it is for the non-existent heated mirror option.

 

Reviewing the illustration that Oldblue posted, makes it appear THAT diagram may be for another vehicle. I question other fuses for, "rear seat", "rear HVAC", "cooled seats", "obs det" (?). Don't believe any of these were offered in any of the models.....or for that matter even discussed by the manufacturer.

So, I suggest the #14 fuse is NOT for the mirrors in the 2007 HHR.

 

He may opened his Saturn manual by accident.

Like I said before, I tested fuse #21 by pulling it out. This is the correct fuse. donbrew, you're not the only one with the power of invisibility.

Right here! This was on my 2007 LS 2.2 , taken this morning, in my under hood fuse box!

 

Thanks for the info. I'll replace this fuse and see what happens... Just wasn't sure as from the owners manual which fuse was connected to the outside mirrors; and which one powered the interior rear view mirror.
Couple other things - I did try to move the mirrors manually; but they don't seem like they'd move without enough force to break the mechanism. So I was fearful of doing that. Better to ask some folks who may know than to break it and be stuck in a bad situation.
SO yeah I moved the little oblong button under the 'mirror direction' button (the round one; up; down, etc) then the oblong left and right button - nothing happens.
ALSO this little button has popped out. I figured it'l kind of 'snap' in; but when I put it back in place it just pops up and out.
I hate to super glue it in because some day I may need to take it off (of course it could be the mirror switches all come as a unit) round button and oblong button. I'll have to see when I take the door cover off..
Anyone have any idea what a mirror switch may cost...?? I am guessing it just plugs in and I won't have to do any cutting/soldiering?
