Welcome to the site, Justin. No matter what the HHR is based on there are problems with ground wires on pretty much all makes and models of cars, like any English car with a Lucas wiring harness. Or an early 1970's Datsun 240Z. Nasty!
So, don't just wiggle the wires that's not a fix , that's just a temporary band aid.

2009 Chevy HHR LT Drivers side low beam not working when driving. It lights up when I remote start so I don't think it's the bulb. High beam works on auto and manual. The fuse (71) appears to be good. High beam still works if I swap 71 and 72, they appear to be the same fuse. Is my next option a shop or is this a common problem?

Just replace the Drivers side bulb. If you really want to diagnose it further, swap the bulbs - and see if the problem moves to the passengers side.

Are you sure you are not looking at DRL? Do you understand DRL? They are low beams/no tail lights, at dusk the headlights come on that is headlight/with tail lights.

What does fuse #71 or #72 have to do with the lights? Especially since there isn't one only a relays.

#31, #66, #63, #65, #67 are headlight fuses.

Fuse 71 is the drivers side dim relay, fuse 72 is the drivers side high beam relay, at least on my 2009 diagram. They appear to be identical. When switched, the high beams still work, so I don't think it's a fuse issue. I am going with the suggestion of just replacing the bulb but apparently the panel under the wheel well was made for the hands of a small child! <--- Insert curse words here! Puzzled that the dim bulb seems to work when unlocking the car with the remote. I somehow managed to drain my battery while trying to figure this out today and started getting error messages on my dashboard. Recharged the battery and the messages stopped(and the vehicle started again, bonus!). Frozen here in K.C. tonight, so the battle continues tomorrow. I will post if changing the bulb fixes the issue.

OK, lewt me see if I understand your reasoning: Since the relay is good the fuse must be good? Relay not the same as fuse.

As I tried to say earlier; the head lights are independent circuit from the DRL..

But, you seem to know more about it than me.

Actually, I know very little about it. The very reason I'm here. Switching the fuse to a relay that already works should tell me the if the dim fuse is good. If it wasn't good, wouldn't the bright setting not work? I have yet to successfully change the bulb but, from many replies to similar posts, that sounds like the best place to start.

Uh. Fuse and relays are 2 different things. And they are NOT interchangeable.

I don't think I could count all the threads about a headlight not working, that evolved into quite a long discussion, when all it turned out to be was a burnt out bulb. Hopefully that is all this problem turns out to be - ie: lets keep it simple.
